Interestingly enough this won't fly in Vegas anymore. Most of the major casinos have switch to automatic shufflers. Here's the insider secret: The auto shufflers actually have the ability to track the position of some/all of the cards. So when the entire deck shoe is set up, they'll already know which hands are winners and losers. Sort of takes the thrill out of it, knowing your win/loss for a given deck is already pre-determined. Also, if someone wins much more than the statistical average, they get red flagged. It's like the IRS, if you all of a sudden show an out of the blue, massive gain then you better have some s'plaining to do.

How can it be predetermined? What's to prevent the drunk bachelorette next to me hitting on 16 when the dealer is showing a 5 and throwing the deck off. And what happens when a player is added or leaves the table during the same shoe.

Fill the table with members of your team, that way you control all their actions.

Meaning they know the order of the cards so they know what everyone will be getting. If some drunk bachelorette steals your face card by hitting on a 19, then they'll know how that affects your win chances. So basically, they can track in real time what your odds are/should be to win on each hand even as people come and go and people bet stupid. This does a couple things. First it eliminates the opportunities for dealer to cheat (you'd be surprised how much they do and how much they have to be watched). It also allows them to compare the statistical win/loss percentages to the actual win/loss dollar amounts of the player. One dead give away is when a player that should be losing hands but yet is still winning money.
 
Wouldnt this be considered stacking the deck .... I guess if the house stacks the deck in there favor its considered legal

It doesn't sound like stacking the deck, that would be placing the cards, it just sounds like the house knows where the cards are after they are randomly shuffled (the dealer does not).
