It is indeed possible to "skin" the plastic. In fact, it is the preferred method when dealing with bubbling paint on the console. Is that why you're asking?
If so, just do a search for threads dealing with console refinishing, there are some excelent writeups here.
I did this process not long ago. The toughest part is pulling the foil off of the console. Best tools I could find for this job was the scalpel-shaped exacto blade and a pair of forceps.
If you've got your console out of the car, great. Turn it over and you'll see it's pretty obvious which screws are holding the ashtray assembly on; just keep track of the little pieces that you'll free up when you undo them.
Take a phillips-head screwdriver, run it into the two access holes and undo the bottom screws holding on the ashtray lid; flip it, open the ashtray and access the remaining two screws. The lid is now free.
While you're in there, don't forget to check the aspirator assembly to see if it needs cleaning.
