Are all USDM NSXs 50 state Smog Legal?

I live in California where the smog emissions are tight and was looking to purchase an out of state NSX, one that is currently registered in Arizona (its a 1991 model).

According to the CA DMV, I need to make sure that its California Certified and emissions approved. So my question is, are all NSXs 50 state emissions legal?

Also, could someone tell me where the emissions label is located on NSXs? According to the DMV its under "the hood". Looks something like this:

All US-spec NSXs are 50-state cars. The sticker is in the engine compartment, on the right side of firewall between the engine compartment and the passenger compartment.
