Agreed.

It seems the seller can't be bothered to let the camera focus or get proper lighting. Let that be an indication of how the car may have been neglected..

That being said, the seller might not give 2 cents (ad. says no longer has time) , and just wants the car gone. Not too sure what these go for, but I'd give a lower-than-usual offer, you might be delighted.
