Antenna mast installation problem

I just purchased a new OEM antenna mast and found that it will not fit into antenna seat. The reason is that there is a chromed metal sleeve at the bottom of the mast which is the same size as the diameter of the hole/seat. Does anyone know how this is supposed to fit. I've tried to wiggle it in and tried to compress the end of the sleeve ,but to no avail. I'm now wondering if my original mast had the same sleeve, but remains stuck in the antenna body (?). I looked down there with a flashlight and there doesn't seem to be anything stuck in there. If ,per chance, the sleeve is in there, how the heck would I get it out?

Has anyone installed a new mast and encountered this?

Ironically, before buying the OEM mast, I bought another one on ebay. It also had the same sleeve on it, prohibiting it to fit, and I got my money back. Now, I find that the OEM piece has the same sleeve on it!
 
Update---well, the chrome sleeve WAS stuck in the antenna! I was able to get it out by painstakingly tapping a pick and tiny screwdrivers between the sleeve and the wall of the antenna hole. It eventually came out and I throughly blasted a stream of silicone spray into the hole to clear out any debris.

NOW--Next Problem : I installed the new mast and , guess what, it stops with about 4 inches of mast sticking up--the same as it did with the old mast which I just replaced. I've taken the mast out several times, lubed the hell out of it and it won't go down all the way, unless I apply a little pressure to the top as it's descending. Any ideas? Is this normal for a new mast until it settles in? What gives? I'm ready to ashcan the entire stock unit and install an aftermarket one.
 
Thanks NSXter--I had the antenna out and it looked fine inside. Also, the old plastic cord wasn't broken and the teeth seemed OK. I'll dissassemble again , just in case.
 
I broke my mast stupidly some time ago, and replaced with a Shark Attack II shorty. Do not regret it a bit. If you have to mess with it any more - I suggest going this route.
