curious if there are any rules where you have to test with certain gear for each of the speed test? so, 1st at 15 mph passed and 2nd at 15 mph failed, right?

The first time he used 1st gear it failed. He didn't try 2nd gear. When I brought the car back he tried both 1st and 2nd in diagnostic mode to show the numbers without an active test. 1st gear still worked better so that's what he used for the live test. The RPM has to be within a certain range when testing and the NSX happens to work in both 1st and 2nd four that range, but 1st seems to work better for the EGR. Nothing new, but seeing the numbers was kinda cool.
The CEL smog test would be done with the safety inspection (2000MY and newer) so your comment about the dyno test being done at a referee station makes sense. It would be best if they determined there weren't enough pre-2000 vehicles to worry about testing.
i read somewhere that you'd have to register the car as a classic with the DMV...so whatever the DMV site requires for that. I haven't looked into this much though, so take that with a grain of salt. Just posting this here to spread the word of possibility.
