Air Bags -- Cars w/out Air Bags or w/Switches

I am looking for a used car (not truck) that MUST have either no air bags or the ability to switch off both driver and passenger air bags. My wife is very short, and will not sit in a seat that has an air bag. Before I go to the trouble and expense of having a switch installed, I need to find out what manufacturers / models historically either did not have air bags (or the opposite -- when did they first introduce air bags), or had the option for an on/off switch. Can you help me?

Airbags became an optional safety item around 1987 and were mandatory by, I think, 1991 so your options in a used car are pretty limited. As for short adults - the NHTSA claim that an adult is safe when a minimum of 10" distance from the steering wheel is maintained. YMMV.
