Adjusting valve clearance - need help

I'm adjusting the valve clearance for the first time.
I've been following the procedure as laid out in DanO's website at danoland.com.

Taking Dan's advice I started with #4 cylinder and set it to TDC using the procedure shown.
I noted that the lobes on the intake cam are at 90 degrees to the rocker arm rather than 180 degrees as I would have expected.(see pic)
so I'm wondering if my timing belt/pulleys are correctly lined up.

I can fit the feeler guage between the cam and rocker.

Could anyone who has down this let me know if the cam lobes at TDC are not necessarily 180 degrees from the rocker arm?

I may have my own answer.

After rereading the shop manual, when you are at TDC on #1 cylinder, then markers on both cam pulleys and the crankshaft line up.
I'll go to TDC on #1 and if all the pulley and crankshaft markings line up correctly I'll know my timing belt and camshafts are okay
and I'll get on with the valve lash adjustment.
