ac belt tensioner

I had my timing belt done recently and am now replacing the exhaust manifolds w/aftermarket headers. I am at the point of having to loosen the ac belt and found the bolt holding the tensioner was loose bad, yet my belt is extreemly tight. I tried to loosen the tensioner with no luck. How does it loosen? Is it possibly broke?
 
You have to loosen two items:
1: the large vertical nut on the spanner
2: the horizontal bolt that goes through the spanner pulleywheel
 
As rsevo6 point out, you need to work on two items.

The long vertical hex nut is the actual adjuster. The 14mm nut on the pulley is the hardware that holds it in a fixed position after adjustment. A 14mm racheting box wrench works great for this. I would recommend you DO NOT remove the 14mm nut, just loosen it.

The Tech who worked on it had a date and didn't finish tighting the bolts. Problem fixed. Thanks
