It appears that the entire 1991 service manual that is the focus of this thread is included in the FAQ section of NSX Prime's website. I assume that this is with the permission of the copyright holder(s).
Also of note are scans of many magazine articles, also in the FAQ section, also assumed to be with the permission of the copyright owner(s).

...would have had the exclusive rights and permissions from Honda to distribute and sell these manuals.

But if indeed these manuals are in the public domain then I certainly don't feel bad about that guy trying to sell the manual on eBay. More power to him. I'm sure there are a few NSX owners out there who don't know about NSX Prime and Helm.

Furthermore, it might be a real bargain for someone with a slow dialup connection who would be happy to pay $16 for a CD.

I've seen people actually selling the PDF version of computer books (usually come on CD included with the book) on Ebay many times before. They call it an "e-book."

It all comes down to copyrights and permissions. This site has a link to a PDF version of the manual and therefore I can only surmise that the owner of this publication has given the rights and/or permission to replicate this manual.

If it's OK to post this manual here then I guess it's possible that this guy on eBay could have the same permission.

As I mentioned, $16 for CD might be a real bargain for someone with a dialup connection. If it's legit, then this guy might be providing a valid and useful service.
