The Comptech bar is more substantial with more seat belt mounting options, but is a pain to install and does not allow full travel rearward of the stock seat.
The Dali bar works well for the occasional tracker, but you have to come up with extra mounting points (existing seat belt points and/or floor bolts) for the seat and/or sub belts. Correct me on this one Don, as I did not look at your bar that in depth. The Dali bar does not inhibit rearward travel of the stock seat, but possibly some rearward recline.
Sabelt probably makes the best belts, but I like my Simpson OK, and they are cheaper, plus I bought them used, making them cheaper still. Whatever you get, make sure the shoulder belts tighten by pulling down toward the floor, and the lap belts tighten by pulling away from the locking mechanism toward the doors. Much easier to adjust them if they are set up this way. And definately go with 5 or 6 point belts for the track!!
