Because it's a bad photochop from a modded CR-Z I bet.
The blue hose I imagine is a water sprayer. Some intercooled vehicles use a water sprayer on the intercooler to make them even more effective at reducing the temperature of the air charge. However, whoever did that photoshop forgot that the NSX's intercooler are in the back.
That would make one nice s2000 replament

Nothing's a 'must.'
But what would be nice for a Type R version is basically make the GT3 race car road-legal and reasonably livable.
And what would be nice for a refresh is updated styling (nothing like the pic, hopefully), reduced weight, increased system power, revised gearing, lower price, improved aero, larger range of colors and interior finishes including custom colors... Not that the current NSX 2.0 is necessarily bad in those ways, but tweaks to keep things fresh are probably good things.
