I saw this from HONDA JAPAN website also, maybe HSC is not ready for the tokyo show.

In the past, the Tokyo Motor Show was held every two years and
at that time, both passenger vehicles and commercial vehicles
were displayed simultaneously at separate venues within the
motor show site.
Due to the logisitical challenges of conducting both of these
exhibitions at the same time, about 2 years ago the organizers
started holding the show every year with passenger vehicles and
commercial vehicle shows alternating every other year.
This year is the year for commercial vehicles, although the theme
also includes some special needs vehicles.
The full fledged Tokyo Motor Show where passenger vehicles including
sportscars and concept vehicles for the mass market will be conducted
next year.
