Is it possible to just buy the glass housing cover for the 2002+ headlights?

No. (they are actually plastic).
and just the cover is a waste of time..it's very integrated with the lamp as well..not much a 'cover'
ok, cuz someone had one for sale with a hole in the cover. so i was wondering if it was replaceable.
i want to do this headlight conversion also, but i would prefer to have the internals matt black, instead of chrome.... i have seen a pic from japan with black 02 headlights, it said it was jgtc, but i haven't seen any jgtc cars with black 02+'s...
would it be advisable to take them apart and paint them black... has anyone done it??

I'm pretty sure it is doable as i have seen the insides painted before as well
