1991, CTSC 1.6L install, CEL, no flash codes

I have cleared the codes by leaving battery disconnected for a week (between weekends).
Freshly installed CTSC, starts and idles/revs fine (on lift, no load).
Jumpered the blue connector under passenger side dash and turned the key to on...no CEL and no lights flashing?
Any suggestions?

It was recommended that I check my grounds...how does this manifest itself in a CEL light and no codes?

Just get the free Torque app for your phone, and a $23 bluetooth ELM327 adapter from amazon. you can troubleshoot and clear codes as well as datalog.
 
Is there a difference between the CTSC and CTSC 1.6 or are they the same thing?

This is to get codes for obd1
 
Newest information...CEL is not on at the start of engine but as the systems go through their start-up checks, the dash light stat to extinguish, the last light of the dash lights to go out is the TCS light (takes about 2-3 seconds after start)...as soon as the TCS light goes out the CEL comes on.

Its like there is a sequence of checks and when the offending check occures (~3 seconds after engine start) the CEL illuminates.
