You're likely on Tein coilovers and the top hats will not be compatible with the OEM suspension as typically coilovers have a lot narrower springs. I would order new OEM tops hats if you do go with the stock suspension swap but if you're running coilovers you could raise the ride height to help...

Age old saying but typically the cheapest example you can find will end up being the most expensive example to own. I would save up more to bring your budget into nicer examples. To address deficiencies on these cars can be an expensive affair.
This is true. It's barely noticeable when they're one so I usually actually drive around with the headlights on. It's an easy solution with minimal cost and keeps the front end clean as well.
The NSX-T actually started in 1995 when it would still with the C30A. The switchover to C32B in 1997 is actually NA2 pre-facelift and 2002 is NA2 post-facelift. NSX-T just denotes that it's a targa top so it's okay the NSX-T NA2 models with the updated drivetrain.

At least 3 of the bolts holding down the seat are OEM ones so not the worst case I've seen. Like Wild Turkey mentioned, when you get the longer OEM bolt, you'll have to fix the threads. Heli-coil would be my go to as well assuming you have enough material to work with.
